Hi Lisa,
The surname “Wlass” appears to be an anglicized version of Vlasic, Wlaszczyk, Własiuk, etc.
The only U.S. document I could locate for Alex Wlass was the same WW I Draft Registration image that you submitted.
With more family information, perhaps we can help you locate additional U.S. records that will contain Alex’s original surname and where he was born. What were Alex’s wife and children’s names, when and where (approximately) were they born? Did the family remain in Elk County PA?

Lisa,

The name of city is written Dombrowitsa to accomodate Polish diacritics and Polish sound "c", in Polish should be Dąbrowica.
That is the end of easy part, because etymology of Dąbrowica is dąb = oak, and you have plenty, hundreds of toponyms based on it.

Hello, I have a WWI registration card that list a town of birth in Austria (Poland?) that I can not figure out. Can someone help please. Thank you for your help.
