Thanks for this update, Zenon.
I must have been lucky the day I accessed the site. I was able to obtain information for my family research, and had not gone back to the site since then.
I hope my origional post didn't cause any aggravation, if anyone was unable to access the site.

The website is located somewhere outside of Poland and unfortunately, there are long periods of time when it is down...

In Poland, because of regulations related to privacy issues, the phonebook is not published anywhere on-line.

Here is a site I came across, that may be helpful in family research;

It is a site where you can obtain names and phone numbers in Polish cities and towns. No street address' are listed
When you access the site, the top right side will have a box where you will enter your information.
Enter the city,or town name in the box titled " MIASTO " ;
Enter the name you are searching for in the box titled " NAZWISKO "
Click on the box " SZUKAJ TELEFONU " to begin the search.
