The first legal regulations concerning the population register come from the times of the Duchy of Warsaw (royal decree of January 18, 1810, instruction of the Minister of Internal Affairs) and the Kingdom of Poland (order of the Governor of January 27, 1818, regulations of the Minister of Internal Affairs of 1818 and instruction on forming, keeping and maintaining the books of the population of November 22, 1861). On the basis of the instructions from 1861, registration books were kept until the end of 1931.
