I don’t believe the year is 1999, as one person in the picture died in 2000, and the grave already looks reasonably old here. But thank you for the suggestion.

Yes, you are correct it is rather blurry. The death date is written with the month in Roman Numerals.

I can read "Maria Cuch, lived 74 years, Died 13 II 1939", can't read the bottom line. Death date looks to be 13 February 1939.

This is my best guess - others may have a clearer view.
