What are the chances that birth in 1938 would have been listed as Akt Znania and not as a normal birth act?

my family member was born in Lodz and never was issued a birth certificate there (they left the city in 1939), we checked both USC and the Archive

everybody keeps telling me that Akt znania is just for marriage but in the family we saw in the late 19th and early 20th century that in the same family some children shortly after birth were issued Akt znania while others had "normal" birth certificates - they came from a village not from Lodz itself

what are the main reason to issue Akt Znania instead of a birth certificate? (did it cost less?, was it even allowed to issue akt znania for a baby in the big cities?)

thank you
