I see some people having uploaded their picture to their profile and presented in forums
Where can this be done

You have to log in, go to your Profile ( http://forum.polishorigins.com/profile.php?mode=editprofile ), and in the last section 'Avatar control panel' you can upload your picture from your local disk. It will be visible next to each message of yours.
Now you can upload even bigger pictures (avatars) to your profile. We increased the maximum avatar file size up to 50 kB and its dimensions to 100 x 100 pixels.
If your file is still too large you can try very convenient and easy to use on-line tool to resize your image: http://www.shrinkpictures.com/ .
I encourage you all to use this function to get to know each other better
