My Grandmother, Mary Milewska, was born on April 13,1880. On her husband, Piotr Gasiewski's, naturalization application it lists her birthplace as Staraghan Germany. In United States census it says she came from Poland, Germany. I know that at the time of her birth Poland was not recognized as a country and it seems that her birthplace was part of Germany.
Can someone tell me the present day name of Staraghan? And is it now part of Poland?

It could be all sorts, I would say try using the website that will equate todays names of towns, from old german or polish names, I typed in just star on the german town, and got multiple towns that you could see might be your match.

Did they get married in Poland? No pretty sure it was in Syracuse New york
Where did Piotr come from in Poland? Kąty in Mały Płock parish
Do You have any letters, documents? I have passport application as well

Based on others family trees on ancestry, and Valentine from the 1900 census looks to your Mary's father. When brother William was killed in 1912, the article lists siblings, 1 being Mrs. Mary Gonsiewski, and father Valentine had returned to Poland 2 years prior in. Should give you a start and hopefully match up in genteka.

On a brother named Joseph Milewski marriage in 1908, he listed parents as Valentine Milewski and Frances Kleinschmidt.

Using Pomorskie database, I see a pretty definitive match, as long as Valentine Milewski and Franciszka Kleinschmidt are correct, seems to macth the 1900 cesnus, besides your Mary who was already married? Hope this helps
