The town of Soldau’s current name is Działdowo. As it is situated in the Warmian-Masurian Voivodeship, the relevant National Archives branch office is located in the city of Olsztyn.

It's always better if you provide the link to the actual record where you downloaded this image from. The image that you have attached is very difficult to read as it is very feint. Also, it helps translators if you supply additional information such as the year and the parish name.

It happened in Rumunki Wola on the 27th day of November 1865, at 3 p.m.
We make it known, that in the presence of the witnesses:
Samuel Pehlke, brewer from Wola, 42 years old, and August Soreyer, miller from Steklin, 36 years old, a religious marriage was concluded today, between:

Jan Kamiński, a young man, born in Ryńsk located in Prussia son of late spouses: Jakub Kamiński and Maria Kamińska nee Borek, miller from Sokołowo, 30 years old

and

Ludwika Joanna Bruckmann, a miss, born in Księta, daughter of spouses: Antoni Ludwik Bruckmann and Karolina Bruckmann nee Szczepańska, millers. Living with her parents in Trutowo, 16 and a half years old.

This marriage was preceded by the 3 banns of marriage on the 5th day of the current month and year on Sunday and on the next two Sundays, announced in the house of prayers located in Rumunki Wola and in main evangelical-augsburg parish located in Ossówka to wich the bride belongs as well as in the Michałki evangelical-augsburg church, to which the groom belongs, on the same days.
Bride's father gave oral permission for this marriage.
Newlyweds declared they did not make prenuptial agreement.
This act was read to the illiterate newlyweds and witnesses.
