That information on the genweb site must be terribly out of date. I visit the Wloclawek site using the same address you listed at least twice per month and have never had a a problem. I seem to remember that a couple of years ago the site was not online for a brief period when they reworked their site but that was quite some time ago.

I could not identify the problem so far. It does not work with Mozilla Firefox, Google Chrome or Internet Explorer. I have just asked some other friends here to see if it works for them.

I can open the http://www.diecezja.wloclawek.pl/ with Chrone or Mozilla. Maybe typo in URL on PolandGenWeb?

Most of friends in Brazil could not open it, either, regardless of the browser they have used. It was only through a site named Hide my ass (sorry!) that I was able to make it work. It seems to me it is a technical problem with some machines or their setups.
