I have had some real wonderful translations from the old Russian Cyrillic and I hope this will be a simple matter.
Thank you in advance. I am searching for my Great Great Grandparents marriage record of 1855. This is my last hope in locating the file.

That is an invoice number 447. The date of invoice is 10 March 2014.
Framed line says they worked for you 0.5 days, the cost of a day is 197369, then calculated half of it, plus 20% VAT, in total 118421 local currency.
Below they give the change rate to the US$, and the bottom line is you owe them $12
To be paid within 30 days.
The bank account in in the left upper side, it is a Belinvestbank (Belarussian bank) with bank correspondant in the US bank (Deutche Bank CO Americas NY)

This letter was attached to the invoice from the Belarus historical archives. I am having a little bit of a problem actually understanding the content of the letter (Ok, I'm having a big problem understanding this letter). If you can help me understand this better I would be most grateful.

If you have it as a PDF with possibility to copy/paste the text, then you may use Google translate (on any translate). Or just post it as PDF, not JPG.
This letter starts with INFORMATION NOTICE in bold.
The first sentence typed (takes time) is:

This what I think they mean. There are differences between the Belarus and Russian keyboards The Belarus keyboard has no backwards n. I think I have worked out all the details as I have done this before.
For the start of inquiry of biography you have to pay a deposit. Currently deposit is for 1 of several events like birthday, marriage or death of this person. The deposit is equal to 1/2 day labor or $12. US. In case there are no results found you will still be required to pay the deposit. Max payment is $25 US which includes the deposit. Searching for this information may take up to 2 weeks maximum. After the deposit is received they will start the process. The highlighted text says that only after the deposit is rec'd will they begin the search. After the search is completed they will send you a letter with the results even if there are no results found. 9790 Belo-Russian rubles = $1.00 US. Try that!
