On a birth certificate under "Place of Birth, Town or Country" is shows Lutwitcz, Litwitch or Lutucz before or after Russia. What does this mean?

Litwich is a town in Austria. I couldn't find anything resembling the other two spellings you listed.

For Litwitch:

For Lutucz:
