Record of father's ship manifest lists mother's name as Anna Palinski and [step] father's name as Wincenty ?
Could someone give me correct spelling of Wincenty's last name.

I read it as Reskiewicz (actually Reszkiewicz). Or Pleskiewicz.

Could also be Boszkiewicz or Roszkiewicz.

Looking at the style of the first letter of the 5 words in line vertically starting with Palinski, I see the next starting with R, then Paczkiewicz, then Russia, then P again. ~PL

Don,

Line 5 seems to be Jozef Paszkowski, (Paszkowcki - "c" - ki at the end is too weird) which let me think, that the scribe was writing "c" and "s" in a very similar way.

Then: Wincenty Paszkiewicz.
There is almost 6000 Paszkiewicz in today Poland, only 1 Paczkiewicz, and 50 Pączkiewicz (a ogonek)

I hate to muddy the water, but it might also be Piszkiewicz. I have a lot of ancestral relations with the name Piszkiewicz...which was often spelled wrong by census takers and others.
